IndEA Project Based on TOGAF®, a Standard of The Open Group, Recommended by UN to Governments Looking to Achieve SDGs

Project with Indian government is referenced in UN Report as an example of how to invest in digital technologies to achieve Sustainable Development Goals

SAN FRANCISCO–(BUSINESS WIRE)– Today The Open Group, the vendor- and technology-neutral technology consortium, announced that the United Nations (UN) has cited the India Enterprise Architecture (IndEA) project as a work of reference for other global governments looking to invest in digital technologies to achieve sustainable development goals (SDGs).

The Open Group has been working with the Indian government and in November 2018, IndEA was formally notified as an Indian national standard. Built using the TOGAF® framework, IndEA establishes best-in-class architectural governance, processes and practices using information and communication technologies (ICT) infrastructure and applications. This offers a singular government experience to the citizens and businesses of India through cashless, paperless, and faceless services enabled by Boundaryless Information Flow™.

Following the success of the IndEA project ITU, a United Nations agency for ICT, has referenced the project and TOGAF® as the recommended framework in a report entitled ‘SDG Digital Investment Framework’. This report is a reference text for its 193 member states worldwide, looks at whole-of-government approaches to investing in digital technologies to achieve SDGs.

Digital India is a flagship program run by the Indian government, and has a vision to transform India into a digitally empowered society and knowledge economy. As a result, ICT is now considered a core element of the country’s economic, social and political landscape, with Enterprise Architecture (EA) and the adoption of standards as foundational and key to success.

The primary objectives of IndEA are to:

    • Capture and codify current knowledge and experience in a consolidated form for ready reference to anyone
    • Kick-start EA initiatives across India, covering entire state governments and other government and public sector entities
    • Enrich the procurement process and provide greater leverage to government enterprises when managing their vendors
    • Document issues and concerns contextual to India, so that the finer nuances of governance are captured and taken into account
    • Support India’s transition towards digital governance and a knowledge economy as envisaged in the Digital India initiative

Steve Nunn, CEO of The Open Group stated, “At The Open Group, we are proud to see how successful the IndEA project has been, and feel privileged to have been able to work with the Indian government on such a seminal initiative. IndEA has shown how, by investing in shared digital infrastructure and using a whole-of-government approach, a country can achieve its sustainable development goals, which ultimately benefits not just its entire population, but likely others too.”

Dr. Pallab Saha, Chief Architect, South Asia, The Open Group, commented, “Purpose and mission are critical to governments. In developing the India Enterprise Architecture Framework, based on TOGAF®, there was a conscious effort to anchor it to the UN’s SDGs. The SDGs provide direction to create outcomes that are important to and measurable by governments, giving a common shared vision which enables consensus among multiple stakeholders. I am very pleased to see that our thinking and approach has been referred to by the ITU and is being recommended to other countries through the SDG Digital Investment Framework.”
